The Federation, originally founded in Oslo in 1928 as the Commission Internationale d'Histoire Littéraire Moderne and subsequently reorganized in its present form in 1951 following upon the formation of U.N.E.S.C.O., currently comprises eighteen international academic associations, each of which falls into one of the following categories prescribed by the F.I.L.L.M. Statutes:
(a) International Associations dedicated to the furtherance of studies of the language
and/or literature of one particular nation;
(b) International Associations dedicated to the furtherance of studies in a subject or subjects pertaining to a number of languages and/or literatures;
(c) International Associations dedicated to the furtherance of studies in modern and medival languages and/or literatures in general. At the discretion of the Committee, the term "International Association" in this category may be deemed to include continental associations outside Europe.
There is no individual membership of F.I.L.L.M., and individual scholars automatically
become a member by being a subscribing member of one of the constituent
member-associations. A list of the present member-associations, with the name of the
Secretary-General, is attached, for information. The total number of individual
subscribing scholars to these associations now exceeds 40,000, located in 85 different
countries.
The F.I.L.L.M. itself is one of the twelve constituent member- federations of the
International Council for Philosophy and Humanistic Studies of U.N.E.S.C.O. Its chief aim
is to bring together scholars of all nations working in the field of modern languages. In
particular, it organizes, every three years, International Congresses to which every
individual member of each member-association is invited. In recent years International
Congresses have been held in Islamabad (1969); Cambridge, England (1972); Sydney (1975);
Aixen-Provence (1978); Tempe, Arizona (1981); Budapest (1984); Guelph, Ontario (1987);
Novi Sad (1990); Brasilia (1993); Regensburg (1996). The 1999 Congress will be held in
Harare, Zimbabwe.
In view of the extrememly large number of members of the Modern Language Association of
America, it is not possible to send individual notices of Congresses to all members of the
M.L.A., but P.M.L.A. regularly publishes relevant information about the F.I.L.L.M. and its
Congresses under 'Forthcoming Meetings;. Similarly, other member-associations carry news
of F.I.L.L.M. activities in the columns of their respective journals.

(As adopted by the official representatives of the Member- Associations at their meetings held at Oxford on 14 and 15 September 1954, during the 6th International Congress of the Federation; and including amendments adopted at Heidelberg (7th International Congress) on 25 August 1957, at Strasbourg (10th International Congress) on 28 August 1966, at Paris (meeting of Bureau) on 4 July 1977, and at Budapest (16th International Congress) on 21 August 1984).
1. The general aim and purpose of the Federation shall be the promotion, development and
encouragement, through international co-operation, of the scholarly study of modern and
medieval languages and literatures.
2. In particular, the Federation shall promote at regular intervals through the agency of
its Committee (see Section 9 below) an International Congress devoted to modern and
medieval languages and literatures.
Liaison with other International Bodies
3. The Federation shall maintain close relations with such kindred international
federations as its Committee may from time to time determine.
Composition
4. The Federation shall be composed of associations which fall into one of the following
categories:
(a) International associations dedicated to the furtherance of the language and/or
literature of one particular nation;
(b) International associations dedicated to the furtherance of studies in a subject or
subjects pertaining to a number of languages and/or literatures;
(c) International associations dedicated to the furtherance of studies in modern and
medieval languages and/or literatures in general. At the discretion of the Committee, the
term "international association" in this category may be deemed to include
continental or regional associations outside Europe.
Qualifications for Membership
5. Every association desiring to become a member of the Federation shall fulfil the
following requirements:
(a) It shall be international in its aims an outlook, free of political aims and
independent of any form of external control;
(b) Its membership shall be open to scholars of any nationality
(c) It shall be governed by a constitution agreed by its members, controlled by Officers
and a Committee elected regularly, and financed by the subscriptions of its members;
(d) It shall have a membership of not less than 50 and comprising scholars of not less
than five self-governing nations;
(e) It shall have functioned efficiently and constitutionally for a period of not less
than two years before it shall be admitted to membership of the Federation.
Admission to Membership
6. Associations desiring to become members of the Federation shall apply formally to the
Committee of the Federation, furnishing such evidence of their qulifications as the
Committee may require and agreeing to abide by the Constitution of the Federation. The
Committee, after considering the evidence submitted, shall have power to approve or reject
the applications, provided always that approval of membership shall require the consent of
at least two-thirds of the members of the Committee.
Termination of Membership
7. An association may terminate its membership by giving three months' formal notice in
writing to the Secretary-General.
8. The Committee shall have power to terminate the membership of any association which has
ceased to fulfil the requirements for membership or which has ceased to adhere to the aims
of the Federation.
Management of the Federation
9. The affairs of the Federation shall be managed by a Committee regularly elected or
appointed as described below. It shall comprise:
(a) The Officers of the Federation who shall be members of the Committee ex officio and
(b) Other members
Officers of the Federation
10. The Officers of the Federation shall comprise: a President, not more than six
Vice-Presidents, a Secretary-General, two Assistant Secretaries-General, a Treasurer, an
Assistant Treasurer and such other assistant officers as the Committee shall deem
necessary.
11. The Officers shall be regularly elected by secret ballot on a simple majority vote of
the representatives of the member- associations at a meeting of the Committee specially
called for this purpose; such meeting shall, if possible, be held during an International
Congress sponsored by the Federation.
Appointments shall normally be made for three years but may, in exceptional circumstances
and at the discretion of the Committee, be extended up to a maximum period of five years.
The Committee shall have power, for a grave cause, to terminate an appointment before the
end of the prescribed period.
12. With the exception of the President, Officers shall be eligible for re-election.
Vice-Presidents shall be eligible for re-election on one occasion only.
Other Members of Committee
13. Each member-association shall appoint one representative to be a member of the
Committee. Such representative shall be a subscribing member of the association concerned
and shall normally be an officer of that association.
14. Member-associations may change their regular representatives or may nominate proxies,
provided always that formal notice of such changes is sent in writing to the
Secretary-General of the Federation. Any change of regular representative shall not become
effective until one month after such notification.
Meetings of Committee
15. The Committee shall normally meet once a year in an agreed place for the transaction
of current business. Notice of the Meeting, together with an agenda of the subjects to be
duscussed, shall be sent in writing by the Secretary-General to the Secretaries of the
member-associations and to their regular representatives not less that two calendar months
before the proposed date of the meeting.
Decisions taken by the Committee concerning business of which the prescribed notice has
been given shall come into effect at a date to be determined by the Committee. In the case
of business of which, for reasons of urgency or other grave cuase, it has not been
possible to give the required notice, the decisions or recommendations of the Committee
shall be communicated to member-associations and shall be formally retified and take
effect at the next meeting of the Committee.
16. No meeting of the Committee shall be valid unless it is attended by a minimum of a
simple majority of the representatives of the member-associations.
17. All decisions of the Committee shall be taken by a simple majority of the members
present. The President shall have a casting vote.
Finances
18. The finances of the Federation required for its
administrative expenses shall be derived from annual subscriptions made by its
member-associations; the scale of the subscriptions shall be decided from time to time by
the Committee, after due consultation with member-associations. The finances of the
Federation shall be managed by the Committee, acting through the Treasurer.
19. The Treasurer shall submit an audited statement of accounts and balance sheet for each
calendar year to the Secretary- General who shall forward copies of such accounts to the
Secretary of each member-association and to the regular representatives of each
member-association not later than 1 March in the year immediately following the year to
which the accounts refer.
20. The Committee shall have power to accept bequests, gifts, subscriptions or subventions
on behalf of the Federation.
21. No monies of the Federation shall be applied for the sole benefit of any of its
member-associations.
Amendments to the Constitution
22. Amendments to the Constitution may be proposed to the Committee by any
member-association or to member- associations by the Committee. The text of any amendment
proposed must be communicated to each member-association not less than six months before
the meeting of the Committee at which the amendment is to be voted upon.
23. Any amendment to the Constitution shall require the approval of at least two-thirds of
the member-associations, and shall become effective three calendar months after the
meeting of the Committee at which it is formally adopted.
Dissolution of the Federation
24. The Federation shall automatically be dissolved if the number of international
associations represented in it falls below four. It may be dissolved at any time for other
reasons by a two-thirds majority vote of the Committee of the Federation.
25. In the event of dissolution, the Committee for the time being shall be responsible for
the liquidation of the affairs of the Federation and for the disposal of its assets.
Seat of the Federation
26. The official seat of the Federation shall be at Paris
As prescribed by Section 23, this Constitution, as amended at Budapest on 21 August 1984,
is effective from 21 November 1984.

Dissolution de la Féderation
(adoptés par les représentants officiels des association- membres réunis à Oxford les
14 et 15 septembre 1954, lors du sixième congrès international de la Fédération, et
modifiés à Heidelberrg, le 25 août 1957, lors du septième congrès, à Strasbourg, le
28 août 1984, lors du seizième congrès).
Buts de la Féderation
1. Le but général et l'objet de la Fédération sont la promotion, le
développement et l'encouragement, par la coopération internationale, de l'étude des
langues et littératures modernes et médiévales.
2. En particuler, la Fédération organisera à intervalles réguliers, par les soins de
son Comité, (voir la section 9 ci-dessous) un Congrès International consacré aux
langues et littératures modernes et médiévales.
Relations avec d'autres organisations internationales
3. La Fédération maintiendra des relations étroites avec les fédérations
internationales apparentées, selon les décisions prises en temps opportuns par son
Comité.
Composition
4. La Fédération sera composée d'associations répondant aux conditions suivantes:
(a) associations internationales qui se consacrent à l'avancement des études de la
langue et/ou de la littérature d'une nation en particulier;
(b) associations internationales qui se consacrent à l'avancement d'une ou plusieurs
disciplines appliquées à un groupe de langues et/ou littératures;
(c) associations internationales qui se consacrent à l'avancement des études des langues
modernes et médiévales et/ou des littératures en général. Dans cette catégorie
d'"associations internationales" peuvent entrer, sur décisions du Comité, des
associations continentales ou régionales hors d'Europe.
Qualités requises pour l'affiliation
5. Toute association désirant devenir membre de la Fédération devra remplir les
conditions suivantes:
(a) être internationale dans ses buts et moyens, dépourvue de préoccupations politiques
et indépendante du toute forme de contrôle extérieur;
(b) être accessible aux spécialistes de toute nationalité;
(c) être régie par des statuts adoptés par ses membres, exercer des activités
contrôlées par des dirigeants et un Comité élu régulièrement, et tirer ses
ressources ordinaires des cotisations de ses membres;
(d) avoir un minimum de 50 membres comprenant des spécialistes d'au moins cinq nations
souveraines;
(e) avoir fonctionné avec succès, et selon les statuts, durant une période d'au moins
deux ans avant de pouvoir devenir membre de la Fédération.
Admission
6. Les associations désireuses de devenir membres de la Fédération devront présenter
au Comité une demande formelle d'adhésion en produisant toutes preuves de qualifications
exigées par le Comité et en s'engageant à respecter les statuts de la Fédération. Le
Comité, après l'examen des dossiers, aura le pouvoir d'approuver ou de rejeter les
demandes; étant entendu que l'approbation d'une demande exigera le vote favourable des
deux tiers au moins des membres du Comité.
Fin de l'affiliation
7. Une association pourra mettre fin à sa participation en donnant par écrit au
Secrétaire-général un préavis formel de trois mois.
8. Le Comité pourra mettre fin à la participation de toute association ayant cessé de
remplir les conditions d'affiliation, ou ayant cessé de se réclamer des buts de la
Fédération.
Bureau de la Fédération
9. Les affaires de la Fédération devront être administrées par un Comité
régulièrement élu ou nommé dans les formes décrites ci-dessous. Il comprendra:
(a) les membres du Bureau de la Fédération qui seront ex-officio membres du Comité et
(b) d'autres membres.
Bureau de la Fédération
10. Le Bureau de la Fédération comprendra: un Président; six Vice-présidents au plus;
un Secrétaire-général; deux Secrétaires-généraux adjoints; un Trésorier-adjoint et
autant d'adjoints à la direction que le Comité jugera nécéssaire.
11. Le Bureau sera normalement élu au scrutin secret à la majorité simple des
représentants des associations-membres à une réunion du Comité spécialement
convoquée à cet effet; cette réunion devra, autant possible, être tenue durant un
Congrès international patroné par la Fédération. Les mandats devront normalement être
de trois ans, mais ils pourront, dans des circonstances exceptionnelles et à la
discretion du Comité, être prolongés jusqu'à une durée maxime de cinq ans. Le Comité
aura le pouvoir, pour une cause grave, de mettre fin à un mandat avant l'expiration du
terme prescrit.
12. A l'exception du Président, les membres du Bureau seront rééligibles. Les
Vice-Présidents ne seront rééligibles qu'une seule fois.
Autres membres du Comité
13. Chaque association-membre nommera un représentant au Comité. Ce représentant sera
membre de l'association intéréssée et devra normalement appartenir au Bureau de
celle-ci.
14. Les associations-membres pourront changer leurs représentants accrédités ou nommer
des suppléants, à condition qu'une notification de ces modifications soit envoyée
formellement et par écrit au Secrétaire-général de la Fédération. Tout changement de
représentant ne deviendra effectif qu'un mois après cet avis.
Réunions du Comité
15. Le Comité se réunira normalement une fois par an, en un endroit déterminé
d'avance, pour l'expédition des affaires courantes. La notification de la Réunion, ainsi
que l'ordre du jour, seront envoyés par écrit par le Secrétaire-général aux
secrétaires des accociations-membres et à leurs représentants accrédités, au moins
deux mois pleins avant la date de la réunion prévue. Les décisions prises par le
Comité concernant les questions portées à l'ordre du jour devront prendre effet à une
date fixée par le Comité. Lorsque les décisions seront prises ou lorsque des
recommendations seront faites par le Comité sur des points qui n'auront pu, pour raisons
d'urgence ou pour toute autre cause grave, être portés à l'ordre du jour dans les
délais prescrits, ces décisions ou ces recommendations seront communiquées aux
associations-membres et seront ratifiées formellement et prendront effet lors de la
réunion suivante du Comité.
16. Une réunion du Comité ne sera valable que si la majorité simple au moins des
représentants des associations-membres y prennent part.
17. Toutes les décisions du Comité seront prises à la majorité simple des membres
présents. Le Président aura un vote prépondérant.
Finances
18. Les fonds nécéssaires à la Fédération pour ses dépenses administratives auront
pour source les cotisations volontaires versées annuellement par ses associations-
membres; le taux des cotisations sera fixé et éventuellement révisé par le Comité,
après consultations des associations- membres. Les fonds de la Fédération seront
gérés, sous la responsabilité du Comité, par les soins du Trésorier.
19. Le Trésorier soumettra un rapport financier vérifié et un bilan, pour chaque année
légale, au Secrétaire-général qui fera parvenir des copies de ces comptes au
secrétaire de chaque association-membre et aux représentants accrédités de celle à
laquelle les comptes se refèrent.
20. Le Comité sera habilité à accepter des legs, donations, souscriptions ou
subventions au nom de la Fédération.
21. Aucun bien de la Fédération ne devra être employé au bénéfice exclusif d'une de
ses associations-membres.
Amendements aux statuts
22. Des amendements aux statuts pourront être proposés au Comité par toute
association-membre ou aux associations-membres par le Comité. Le texte de tout amendement
proposé devra être communiqué à chaque association-membre au moins six mois avant la
réunion du Comité au cours de laquelle il sera soumis au vote.
23. Tout amendement aux statuts nécéssitera l'approbation des deux tiers au moins des
associations-membres, et deviendra effectif trois mois pleins après la réunion du
Comité au cours de laquelle il aura été formellement adopté.
Dissolution de la Fédération
24. La Fédération sera automatiquement dissoute si le nombre d'associations
internationales qui s'y trouvent représentées devient inférieur à quatre. Elle pourra
être dissoute, pour d'autres raisons, à tout moment par un vote des deux tiers du
Comité de la Fédération.
25. En cas de dissolution, le Comité aura la responsabilité de la liquidation des
affaires et de la disposition des biens de la Fédération.
26. Le siège officiel de la Fédération sera à Paris.
Selon les provisions de la Section 23, ces Statuts, modifiés à Budapest le 21 août
1984, entrent en vigueur à partir du 21 novembre 1984.
